Meme's can be created by anyone and they can be made by either have a picture and a phrase that is spread around the net or it could be made by someone who has funding and a channel on youtube (FreddieWong) (Tobuscus).
How are memes published and who publishes them?
People that design and make the video/picture/meme can publishes them normally due to copyright infringement but it's quite common for fans to publish videos on Youtube/Metacafe and other social networking sites eg. Facebook, Twitter, Youtube.

Memes are a great way of killing time on the internet and there so popular because who doesn't like looking at a cat firing a mounted gun. You might not know what a meme is but trust me you will have seen one and might even have a favorite. A great example of a guy who does loads of memes is Freddie Wong, he's pretty big on youtube and he great because he has original ideas.
